Former Arizona Rep. Gabrielle Giffords, severely wounded in a 2011 mass shooting, will testify Tuesday in support of Washington Initiative 594, which would require criminal background checks of those purchasing firearms at gun shows or on-line.

I-594 would close the so-called “gun show loophole” which allows many gun purchasers to avoid criminal background checks.

A rival measure, Initiative 591, has also qualified for the ballot. Backed by gun groups, it would prohibit Washington from enacting a criminal background check unless there is a national standard in place. It would also ban confiscation of firearms by law enforcement agencies without due process.
