The San Juan County Council hereby provides this Notice of Vacancy in the elected office of County Clerk. The office of County Clerk was vacated on March 12, 2018, with the death of long time Clerk, Joan White. In such circumstance, it is the duty of the County Council, as stipulated by state law (RCW 36.16.110) and San Juan County Home Rule Charter (section 5.60(2)), to appoint a person qualified to hold such office until the next general election. The next general election will occur in November, 2018. State law requires the County Council to take immediate action to fill the vacancy.

Persons who are interested, and believe they are qualified for position of County Clerk, may submit a statement of interest to the County Council detailing their work history and qualifications. The statement of interest shall be no more than two pages and must be submitted electronically to the County Manager’s Office no later than 10 a.m., Monday, March 19, 2018. As an elected official the Clerk position is authorized by the State Constitution. The duties are briefly described below:

  • Receives and processes all documents presented in a Superior Court cause of action;
  • Prepares judgements, collects statutory fees, fines, trust and support funds, and maintains a trust account for monies received.
  • Disburses monies as ordered by the court and further provides an investment plan for monies held.
  • Serves a quasi-judicial function for the issuance of writs, letters testamentary, and other court related orders.
  • Carries the title of ex officio of the court.
  • Is responsible for establishing office policies and procedures, overseeing the budget, and maintaining the established guidelines and policies of the County Council.
  • Serves as the Administrative and financial officer of the Superior Court.
