“Eastern to build as many as three new ferries for WSF”

Eastern Shipbuilding Group, Panama City, Fla., announced it has received the Notice to Proceed from Washington State Ferries (WSF) to build two 160-vehicle, hybrid-electric ferries with an option for a third, for the state of Washington. The contract follows the first competitive bid for ferry construction in more than 25 years for the United States’s largest ferry system.

As many as three? I thought it was going to be a minimum of three? Are we potentially only getting two new boats? WSF needs to clarify this, because I thought it had been settled that we were getting three new boats, and now it looks as though we might not. This has easily been the longest, most dragged out boat procurement process WSF has ever had, and just when we thought it couldn’t get any more complicated, it does. What is going on here?
