Some may think that CSA lost the CAO review at the Growth Board level, when actually, the Board just dodged our issues, saying that they did not have authority to rule on constitutional questions. First, even if they were correct, CSA had to get these items into the “record,” because that record forms the basis for review in the courts. Second, we hope you will come to our weekend forums on San Juan and Orcas to hear why the Growth Board got it wrong.
